International Conference “Industrial Safety in Oil and Gas: Oil Spills and Infrastructure Safety” was held 19-20 November 2018 in Baku. Each year the event is supported by Ministry of Emergency Situations of and State Oil Company of Azerbaijan.

Andrew Rudenko, Confidence Capital General Director, addressed the delegates with a welcoming speech. He noted that oil and gas service companies, specialized state organizations, and the public at large in the Caspian region states are extremely interested not only in hydrocarbons extraction and processing growth, but in a growth that does not lead to large-scale environmental impacts and, in particular, unique and fragile ecosystem of the Caspian.

Vugar Hasanov, acting Head of the Subdivision of Caspian Complex Environmental Monitoring Department, and Bakhtiyar Seyidov, Chief Adviser of the Environmental Protection Department of the Ministry of Ecology and Natural Resources of the Azerbaijan Republic told about the measures taken by the Ministry to protect the environment from oil spills during the first session “Oil Spill Prevention and Response: Azerbaijan’s Experience”. The speakers emphasized that while the Ministry remains as the main coordinator of the issue of environmental safety, self-regulation in oil and gas companies remains crucial.

Nazim Agayev, Head of Oil Spill Response Department of Ministry of Emergency Situations of the Azerbaijan Republic, highlighted the issues of legislative and operational response to oil spills. SOCAR risk manager Elnur Alizade told about the readiness of the State Oil Company of the Azerbaijan Republic to oil spill response.

OSPRI representatives participated in the second session “Oil Spills Monitoring and Prevention”. Peter Taylor, Director of OSPRI, spoke about international experience in oil spill prevention. During his speech, he noted significant progress in the prevention of emergency situations in the workplace. The frequency of oil spills from ships and platforms since 1970 has decreased by 90%. Progress in prevention, the expert said, is indisputable, but various incidents still occur, for example vessel collision at Corsica in October. To eliminate emergency, a whole range of technical guides has been developed with a detailed description of best practices, which the speaker described to the participants.

OSPRI coordinator Dinara Amanzholova covered the development of regional and national legal framework in terms of oil spills on the example of the Republic of Kazakhstan. The delegates learned about the experience of satellite oil spills monitoring in the Caspian Sea from Kongsberg Satellite Services business development manager Charles Debart. The expert noted that the PCA satellites can detect oil spills and vessels through the clouds and at night and, therefore, are the best method for quick detection of oil spills. The Vissim representative Harrison Agler spoke about modern systems for early oil spill detection.

On the first day of the conference, a panel discussion was held on “Environmental Risk Management in Oil and Gas Companies of the Caspian region and Readiness for Emergency Oil Spills Response”. The representatives of SOCAR, NCOC, KMG Systems & Services, OOO LUKOIL-Engineering LLC VolgogradNIPImorneft, Brealit, Azerbaijan Caspian Shipping Company took part in it. Yury Bezrodnyi, Head of Environmental Safety Monitoring and Design Department of OOO LUKOIL-Engineering’s VolgogradNIPImorneft noted that one if the industrial issues nowadays is everyday spillages total value of which is no less dangerous than large-scale emergencies. To prevent such spillage, research institutes developed set of measures, which were presented during the conference.

During the third session, participants talked about oil spill response technologies. Frands Jensen, Vice President of DESMI Ro-Clean, spoke about oil spill response technologies on land, sea and coastal zone. Zhaksybek Kulekeev, Adviser to General Manager of KazMunai Gas Research and Development Institute for Production and Drilling Technologies, spoke about the results of Kazakhstan-based studies of herders for oil spill response by burning the oil slick. Deputy General Director of Engineering Systems, Victor Ryadinsky, told the delegates about the use of a biofilter the Gulf of Mexico cleanup.

On the second day of the conference two informative sessions took place. During the first one, Anar Badalov, Environmental Protection Manager of Absheron Operating Company, and Gulsayat Gabdulova, Oil Response Engineer of North Caspian Operating Company shared their experience in oil spill response and resolution of complex situations. Gulsayat Gabdulova presented the Caspian project and described in detail oil spill protection and prevention systems, which today lack the experience of serious emergencies at the company's facilities as such.

The last session of the conference was on the industrial safety of oil and gas facilities. The topic of digitalization of IS and OHS, as well as software and hardware solutions for better security was covered by Brealit’s Chief Technology Officer Igor Kuzmin.

Th delegates learned about anticorrosive cathodic protection for offshore and onshore facilities from the head of the department of foreign trade activities Pipeline Systems Head of Foreign Trade Department Sergey Lepota.

Krylov State Research Center’s Engineer Kristina Balykova spoke about KSRC activities to ensure industrial and environmental safety during offshore operations and works. Evgeny Dianov, Head of Foreign Economic Activity Department told about newest developments by AO Tambovmash for industrial enterprises’ staff. Ecoportus founder Alexandras Kaupas gave an assessment of environmental risks in ports.

The Conference was attended by over 80 delegates from 16 countries. Delegates not only obtained lots of new information on industrial safety, but also learned about the latest developments during the expo. Such companies as DESMI Ro-Clean, Kongsberg Satellite Services, National Response Corporation, Aerodata, Mare Sea Cleaning Services, Total, «Pypeline Systems», «Tambovmash», MOST Denizcilik participated in the conference. Delegates had the chance to informally communicate with their colleagues and establish business contacts.
